About The Role We are seeking a Systems Analyst IV to support our Federal Government customer. The successful candidate will be a highly skilled IT professional with extensive experience in systems architecture, database management, and software development, capable of managing a wide range of IT functions in a dynamic, independent role. The Systems Analyst IV will maintain, develop, and upgrade applications critical to public health inspections and analysis of gastrointestinal illness data on cruise ships. This role will provide business analysis, manage software updates, and lead the implementation of complex software systems in compliance with our Federal Government customer’s standards and policies. This is a fully remote position that can be based in Atlanta, GA or anywhere in U.S. This position is contingent upon contract award. Responsibilities Develop and maintain a system of multiple VB/.NET Web and Win Forms applications for gathering, analyzing, and distributing data regarding gastrointestinal illnesses on cruise ships. Manage all aspects of SQL Server databases, including database design, security, backup, and data migrations (SQL 2008 to SQL 2016), while implementing and troubleshooting replication schemes for international field operations. Create business requirements, technical requirements, and quality assurance testing plans for new development efforts, leading efforts to meet our Federal Government customer’s 508 accessibility standards. Design and implement a modern spellchecking solution, enhancing functionality across the customer’s applications for improved data entry efficiency. Provide ongoing updates to public-facing Federal Government customer websites to ensure alignment with customer’s modern template and accessibility standards. Perform upgrades and migrations for Windows-based applications and update security features for password management. Manage deployment of applications across development, test, staging, and production environments, utilizing best practices in application configuration and software lifecycle management. Lead epidemiological module development and analysis for trend analysis of cruise ship outbreaks, introducing C# to the customer’s technology stack. Provide ongoing business analysis and technical support for our customer’s personnel, delivering frequent custom reports via SQL queries and ad hoc reporting. Lead formal project reviews and obtain approvals from the customer’s team management on new development efforts, ensuring compliance with technical and business requirements. Function as a one-man-show IT department for this customer’s team, providing expert solutions to varied IT needs while managing multiple simultaneous projects. Requirements Required Experience and Skills Minimum of 10 years of technical experience in Information Technology, with a focus on systems analysis, database management, and software development. Experience with VB/.NET Web and Win Forms applications, C#, Crystal Reports, and DevExpress components. Proficient in SQL Server database design, management, migrations, and security functions (2008 through 2016). Extensive experience working in a public health setting, particularly for Federal Government agency programs. Strong knowledge of 508 accessibility standards and experience implementing public-facing websites to meet accessibility and Federal Government requirements. Demonstrated ability to work independently, providing both technical solutions and business analysis to solve complex public health IT challenges. Ability to lead development projects from conception to deployment, including full project lifecycle management and formal documentation of requirements. Proven ability to develop formal business and technical requirements, quality assurance testing plans, and project timelines in collaboration with Federal Government customer’s stakeholders. Strong verbal and written communication skills, with experience delivering presentations in public forums. Ability to obtain a government clearance. Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future. Education and Training Bachelor’s degree in Computer Science, Information Technology, or related field preferred. Equivalent combination of education and experience may be considered in lieu of degree. Physical Requirements Prolonged periods of sitting at a desk and working on a computer. May need to lift up to 25 pounds occasionally.
